Our history

Ever since DECASULT was founded, it has supported decision-makers across Quebec in delivering projects that shape our communities. It also created a healthy workplace that reflects the company’s core values.
Foundation
Gabriel Chiniara, an architect in Montreal, founded a firm that would later become DECASULT.
Strategic specialization in project management
The firm officially adopted its current direction and focused all its activities on construction project management.
Shareholder structure
Certain team members officially became partners which opened a new chapter in the company’s governance and growth.
Growth and new chapter
DECASULT continued to grow and relocated from its former location to the 32nd floor of the KPMG Tower in downtown Montreal.
Entrepreneurial succession and distinction
Eric Chiniara became the company president. The firm was awarded a Prix Élixir Project of the Year award for the National Bank of Canada headquarters project.
New image and recognition
DECASULT marked 20 years of construction project management with a new brand image and received a bronze award in the Family Transfer category of the PwC Business Transfer Awards.

Eric Chiniara
Partner and President
Eric Chiniara holds a business degree from Concordia University in Montreal, an MBA from HEC Montréal and the Project Management Professional® (PMP) certification from PMI.
Having started his career at DECASULT in 2013, he has held various corporate roles, including budget management for clients’ construction projects in both the public and private sectors, and later managing the company’s finances and administrative services. In addition to his contributions in the development and implementation of project budget control systems, since 2019 he has played a catalytic role in the firm’s organizational transformation.
His in-depth knowledge of the company and his commitment to client satisfaction, as well as his strongly people-oriented management style, naturally led him to the presidency of the organization in 2024. In this position, he provides overall leadership to the company, directing strategic orientations, while reinforcing a culture of continuous improvement and ensuring DECASULT’s sustainable growth.

Gabriel Chiniara
Partner and founder
Gabriel Chiniara has over 40 years of experience in the construction industry. He is a past president of the Montreal chapter of the Project Management Institute (PMI). During his career, he has distinguished himself in some of the most prestigious projects in Montreal.
Gabriel Chiniara is a Fellow of the Royal Architectural Institute of Canada (FIRAC), and a retired member of the Ordre des architectes du Québec. He holds a master’s degree in architecture, as well as the PMI’s Project Management Professional® (PMP) certification.

Jean-Claude Champagne
Senior Advisor
Mr. Champagne is a graduate of the Royal Military College of Canada, and a member of the Ordre des architectes and the Ordre des ingénieurs of Québec. He holds a master’s degree in architecture, as well as Project Management Professional® (PMP) and Risk Management Professional® (PMI-RMP) certifications from the PMI, as well as being a certified mediator and arbitrator by the Institut de médiation et d’arbitrage du Québec (IMAQ).
Having started his professional career in 1974, Mr. Champagne has accumulated experience in strategic planning, project management, technical services, finance, administration and human resources management acquired during the development of major infrastructure projects in the public and private sectors in Canada, as well as internationally. From this period, he has a solid experience in the management of large owned and leased real estate portfolios.
For more than 30 years, he held various senior management positions in government agencies in Quebec after a career as an engineering officer in the Canadian Armed Forces, for which he received the Canadian Decoration (CD) for services rendered.
Since 2011, Mr. Champagne has played a key role as a Senior Advisor in the development of the firm’s specialized work methods, particularly in risk management and various project delivery modes.

Sophie Cousineau
Sophie Cousineau joined DECASULT’s Board of Directors in 2024.
Sophie Cousineau is Director of Sustainability at Power Sustainable, a climate-focused alternative asset manager. Previously, she held the positions of vice-president, ESG & Corporate Affairs, at engineering firm WSP and vice-president, sustainable investment and ESG, at CDPQ, where she worked for eight years. Prior to joining this pension fund manager, Sophie Cousineau led a close to 20-year career as a business reporter and columnist, working for national newspapers such as La Presse and The Globe & Mail.
Sophie Cousineau holds an executive MBA from Oxford University, a M.Sc. in Journalism from the University of Illinois at Urbana-Champaign, and a B.A. (joint honours) in Economics and Political Science from McGill University.

Anne LaBrecque
Both PMP-certified and a member of the Quebec Order of Architects, Anne LaBrecque is an accomplished professional whose career has been fueled by her passion for Project Management.
With over 25 years’ experience in the planning and execution of major construction and infrastructure projects, she has contributed to projects as diverse as the Maison symphonique de la Place des arts in Montreal, the Lac-Leamy Hotel Complex, the new Sorel-Tracy detention center and IBM’s data center in Bromont. Her extensive knowledge and understanding of the industry, as well as her ability to grasp a project’s key issues, reflect DECASULT’s mission of excellence.
Since joining the firm as a Senior Project Manager, Anne LaBrecque has contributed to the success of complex project management mandates, in which her experience and acumen have proven to be critical in the management of projects with numerous stakeholders. She joined DECASULT’s Board of Directors in 2024.

Nikolai Miljevic
Partner | Vice President, Business Development
With an MBA from Concordia University in Montreal and the Project Management Professional® (PMP) certification from PMI, Nikolai has extensive expertise in project management at both national and international levels. He has particularly distinguished himself in the development of opportunity and business cases, as well as in the production of the documentation required by the regulatory framework of the Directive sur la gestion des projets majeurs d’infrastructure publique du Québec.
As VP Business Development, Nikolai plays a key role in the firm’s business strategy. In particular, he oversees the identification of new opportunities and the development of new services and strategic partnerships, while ensuring the company’s positioning and competitiveness to best serve the firm’s clients.

Michel Laguerre
Partner | Senior Director, Projects
Michel is a member of the Ordre des architectes du Québec (OAQ). He holds a master’s degree in architecture, as well as the Project Management Professional® (PMP) certification from PMI. He has also completed a graduate microprogram in business administration.
Since 2008, Michel Laguerre has worked in the construction industry, holding various project management positions in the institutional and healthcare sectors. In particular, he helped manage the expansion of the Montreal Neurological Institute and McGill University’s New Vic project.
In his current role, Michel works closely with the project managers to supervise their respective teams, ensure successful execution of mandates and maximize the satisfaction of the firm’s clients.

Iana Eremeev
A candidate for a master’s in business administration and holder of a Certificate in Professional Accounting from HEC Montréal, Iana also holds a License in Economics in the field of Business Administration from the State University of Moldova.
Iana has significant experience in the construction services industry, having worked for several years with a major Montreal architectural firm.
Since 2020, she has been managing the firm’s financial operations with rigour and expertise, ensuring that they run smoothly and that processes are continuously optimized.

Maurice Landry
Vice President, Operational Performance
Maurice Landry is an engineer, a member of the Ordre des ingénieurs du Québec (OIQ) and a graduate of the École de technologie supérieure. He also holds the Project Management Professional® (PMP) certification.
In 2018, he was the winner of the Project Manager of the Year award, presented by the Montreal chapter of the Project Management Institute (PMI). His industry-recognized expertise enabled him to steer the Olympic Park’s major transformations for more than a decade, as Senior Vice President Infrastructure and Project Management.
In 2023, he joined DECASULT as Project Director, and shortly afterwards was appointed Vice-President, Quality and Innovation. Since 2025, he has held the position of Vice-President, Operational Performance, ensuring high standards of quality and control for the mandates entrusted to us, for the benefit of the company’s clients.

Xavier Trudel
Director, Information Technology
With an MBA from HEC Montréal and the Project Management Professional® (PMP) certification from PMI, Xavier has been involved in DECASULT’s development for several years.
With several years’ experience as a project manager in the construction and IT industries, he provides technical supervision of teams, ensuring process optimization and strategic alignment of projects.
He plays a key role in integrating new technologies, notably artificial intelligence, into the company’s key processes.

Salma Drissi Kamili
Director, Talents and Culture
Salma Drissi Kamili holds a Bachelor’s degree in Business Administration from HEC Montréal, a Master’s degree in Public Administration from ENAP Montréal, as well as Certified Human Resources Professional (CHRP) certification from the Ordre des conseillers en ressources humaines agréés.
Having begun her career at DECASULT in 2022, she now holds the position of Director of Talent and Culture, where she contributes to the development and implementation of programs, policies and procedures based on best practices in the field. She participates in the continuous improvement of a work environment that fosters collaboration, equity, diversity and inclusion, in line with the company’s values. She also oversees the team’s numerous continuing education initiatives and ensures the best possible employment conditions within the company.
Ms. Drissi Kamili supports the firm by keeping a strategic watch on trends and best practices in human resources.

Andrée Lemay
Andrée Lemay holds a Master of Business Administration from Université de Sherbrooke, a bachelor’s in communication sciences and an Executive Certificate in Strategy and Innovation from the MIT Sloan School of Management. She is also a PMI-certified Project Management Professional® (PMP).
An executive manager with many years’ experience, she successively held general management positions at Espace CDPQ, a subsidiary of CDPQ, a venture capital innovation hub, as well as at the Montreal chapter of the Project Management Institute. She also served as President of the Board of the Mouvement des accélérateurs d’innovation du Québec from 2020 to 2023.
In her role at DECASULT, Andrée oversees relations with all stakeholders, directs internal and external communications activities, and actively participates in business development efforts and representation of the company.
